Il presente contributo mira a svolgere una serie di riflessioni volte a far interagire fra loro e – possibilmente – mettere a sistema tre fattori di estrema attualità: le cosiddette smart cities; la funzione amministrativa di protezione civile; le tecnologie legate all’intelligenza artificiale. A tal fine, il lavoro, una volta affrontato, su un piano generale, il complesso rapporto fra detti fattori, lo approfondisce concentrandosi sul tema della gestione delle informazioni, operandone una classificazione, e su quello, altrettanto rilevante, degli strumenti partecipativi, ponendone in rilievo le opportunità, ma anche i relativi rischi.
This paper aims to develop a series of reflections intended to foster interaction among – and, where possible, to systematize – three highly topical factors: the so-called smart cities; the administrative function of civil protection; and technologies related to artificial intelligence. For this purpose, after addressing at a general level the complex relationship among these factors, the study explores the issue in greater depth by focusing on information management, providing a classification thereof, and on the equally significant topic of participatory instruments, highlighting both their opportunities and their associated risks.
